"Litter Bug!"

I spotted this at the County Fair. It had a sign in it's front window that read:

TENNESSEE HIGHWAY PATROL "LITTER BUG"
The "Litter Bug" is part of the statewide litter control program that combats illegal dumping and litter across the state of Tennessee. The "Litter Bug" is displayed at schools, fairs, parades, and other public events to raise the public's awareness about the problem with litter. It is our goal to achieve a "clean Tennessee."
